CLAIR is the government-affiliated organisation responsible for the JET Programme. Each month, CLAIR sends out a newsletter with helpful material and notices to your email, which can also be accessible on their website here. You can get in touch with CLAIR by their InfoDesk at gyomu@clair.or.jp. Do note that CLAIR does encourage you to contact your CO and local PA first before coming to them for any issues that cannot be resolved by the prior two.

Diplomatic Missions (Embassies and Consulates)
If you need assistance regarding matters back in your home country (i.e. renewing your passport, voting, getting official documents approved etc.), your home country’s embassy or consulate is usually the place to visit to deal with such matters.
Here is a list of embassies and consulates provided by the Japan Ministry of Foreign Affairs. Usually residents of Hyogo would be served by their consulate based in Osaka. Confirm whether or not this is the case by researching this on the embassy’s respective website or calling them.
